INTERNATIONAL – DOUBLE TAX TREATY BETWEEN FRANCE AND PANAMA
On December 21st, 2011 after failure of the discussion within the joint commission of the French Parliament (Commission Mixte Paritaire, CMF) and the rejection of the bill by the Upper Chamber, the Lower Chamber definitively approved the bill allowing the approval of the double tax treaty between France and Panama. The rapporteur of the Foreign Affairs Commission stated that Panamanian tax authorities set up a new departement in charge of the implementation of the double tax treaties. She acknowledged that although improvements are still necessary regarding the accounting rules applicable to offshore companies, there is a working party in charge of adjusting quickly the local legislation. Panama is on the French list of uncooperative countries for 2011.
